Tom Kear, Ph.D, P.E.

Dr. Tom Kear is a licensed Civil Engineer in the State of California . He has 15 years of experience in transportation planning, traffic engineering operations analysis, research and education. His emphasis has been on environmental engineering, focusing on air quality issues pertinent to local, regional, and state-wide transportation organizations. He has provided valuable research on/guidelines for regional and project-level analysis for conformity and NEPA/CEQA. Dr. Kear has authored/coauthored 5 pier reviewed publications has 2 in submission and 3 under development; he has also authored and contributed to numerous presentations reports and classes. Before coming to Dowling Associates he was a project manager for the UC Davis/Caltrans Air quality Project and spent more than 10 years managing research projects for the Department of Civil and Environmental Engineering at the University of California , Davis . Dr. Kear holds a Ph.D. in Civil Engineering (UC Davis 2005), a M.S. in Civil Engineering (UC Davis 1993) and a B.S. in Civil Engineering (1991).
