Steven B. Colman, AICP
Principal

Steven B. Colman has more than 25 years of experience in transportation planning. Mr. Colman’s work has involved travel forecasting, circulation elements of general plans, preparation of EIR/EIS transportation sections, planning of transit centers and routes, congestion management, and transportation finance. He frequently contributes to transportation projects addressing complex or controversial issues. Mr. Colman has taught or co-taught University and University Extension courses on transportation planning, demand modeling, and traffic impact analyses. He has served as a part-time instructor at San Jose State University, teaching graduate and undergraduate courses in transportation planning.

As an experienced project manager of transportation planning studies, Mr. Colman’s responsibilities have included covering long- and short-range transit planning and patronage forecasting, financial analysis, transit surveys, and transit data collection and analyses. Other studies focused on park-and-ride programs, intermodal centers, light rail and heavy rail extensions, and historic trolleys.

Professional Experience

Transportation Modeling and Systems. Mr. Colman frequently acts as principal-in-charge of modeling studies, providing the necessary management and strategic expertise in developing inputs to and interpreting outputs from the model. He is experienced with several different transportation model environments, including UTPS, TRANPLAN, EMME/2, MINUTP and QRS-II. Mr. Colman served as project manager for Contra Costa County Multi-Modal Modeling System study and a subarea model for the eastern county, and Sonoma County General Plan/Transportation Element Update. He served also as project advisor for the City of Palmdale Traffic Model where he analyzed traffic impacts of growth and bypass alternatives for Trinity County and for Highway 12 Corridor Study in Santa Rosa.

Transit. As an experienced project manager of transit studies, Mr. Colman’s responsibilities have included long- and short-range transit planning and patronage forecasting, financial analysis, transit surveys, and transit data collection. Mr. Colman’s projects have included the BART Access Improvement Plan, the West Oakland Amtrak Kirkham Street Maintenance Facility Environmental Studies, the Caltrans ITMS Study, the BART Fruitvale Station Parking Improvements EIR and Transit Village, the Caltrans Demand Forecasting Model for Park-and-Ride Lots, a Comprehensive Service Plan (CSP) update for the Santa Clara Valley Transportation Authority (VTA), the BART extension studies in West Contra Costa County, HALI-2000 (Honolulu) long-range transportation plan, California Transportation Commission, MTC Schedule Improvement Coordination Project, AC Transit schedule reliability, and an analysis of an on-board passenger survey in the Fremont-Newark area and Historic trolley studies in Tucson and San Diego.
Transportation Planning. Mr. Colman was principal in charge for Dowling Associates’ work in preparing the Oakland General Plan Transportation Update in 1996-98. He helped prepare Congestion Management Programs in California, contributed to CMPs for San Joaquin, Marin, and Placer Counties, and he was responsible for most or all of the first (1991) CMP’s in Alameda and Sonoma Counties.

Traffic Impact Studies. Mr. Colman was project manager for numerous studies of traffic impacts of new developments, road improvements, and financing. He evaluated traffic impacts and cost allocations for multi-project developments in Foster City, South Poway (San Diego County) Master Plan change, Solano Garden Apartments, and a major high-tech office/manufacturing facility in South San Jose. Mr. Colman has also performed traffic studies for several major medical centers, including Kaiser/Redwood City and San Francisco General Hospital.

Economics. As project economist, Mr. Colman prepared cost/benefit analysis of alternatives for both the Sacramento and Guadalupe Corridor AA/DEIS studies. He developed transportation financing analysis for a 36-square-mile “new town” in San Diego County and he worked on traffic impact fees for Fremont and Avila. Additionally, Mr. Colman assisted Sonoma County with production of Transportation Expenditure Plan for sales tax election. Mr. Colman served as assistant project manager for the Honolulu Road Pricing Study and as project manager for the free-fare evaluation studies in Seattle and Portland. He was also involved in other fare studies of AC Transit and the Southern Pacific (CalTrain) commuter rail services. Mr. Colman also served as project manager for taxicab deregulation studies in Seattle, Portland, and San Diego.

Parking. Mr. Colman developed parking requirements for Korean Trade Center, Seoul, South Korea, for proposed project in support of 1988 Summer Olympics. He was Project planner for Anchorage Parking and Circulation Study and he prepared financial feasibility analysis of new doctor/patient parking garage at St. Mary’s Hospital, San Francisco. Other parking studies include: Kaiser Hospital (Redwood City); UCSF Laurel Heights Campus, Santa Rosa Memorial Hospital; and Santa Rosa Downtown Parking Master Plan.

Computer Systems/Data Collection. Mr. Colman was assistant project manager of MUNI Data Collection Study and he served as project analyst for numerous transit survey projects, including AC Transit (District II Survey), Golden Gate Transit User Residency Survey, Los Angeles 7th Street Concourse Pedestrian Study, Caltrans Social Service Agency Transportation Insurance Study, Simi Valley Transit, Concourse Pedestrian Study, Caltrans Social Service Agency Transportation Insurance Study, Simi Valley Transit, and others.
