OAKLAND
Associate Transportation Planner/Engineer

Required:
- Drivers License valid in California (or will obtain one within 90 days of hiring),
- Completed MS degree in transportation engineering (or will obtain degree within 90 days of hire),
- College undergraduate or graduate level training (or equivalent knowledge and experience) in the following:
- Basic statistical analyses and software (SPSS, SAS, etc.)
- Geographic information systems (ARCGIS, etc.)
- Basic data processing and analysis (ACCESS, EXCEL, etc.)
- Highway Capacity Manual analyses and software (HCS, Traffix, Teapac, etc.)
- Signal timing analysis and software (Synchro, Transyt, Passer, etc.)
- Freeway Operations Analysis (HCS, FREQ, etc.)
- Microsimulation and software (Corsim, Vissim, Paramics, etc.)
- Data collection techniques (turning movement counts, machine counts, floating car studies, household surveys)
- Travel Demand Modeling (Cube, Visum, TransCAD, etc.) (desirable, not required)
- Ability to effectively write and communicate with fellow workers, technical people and the general public in English.
- Demonstrated ability to prepare reports documenting methodology and results of technical analyses,
Desired
- Experience performing research in transportation engineering under supervision as a research assistant or better.
- Personal motor vehicle readily available for travel for business trips to meetings and project sites.
- Professional experience conducting; HCM 2000 level of service analyses for signalized intersections, unsignalized intersections, freeways, and 2-lane rural roads,
- Knowledge of traffic signing and striping standards as described in the MUTCD.
- Knowledge of California Vehicle Code,
- Professional experience performing signal warrants analyses and speed limit studies
Minimum Physical Requirements:
- Must be able to operate a motor vehicle to make field inspections of project sites
- Must be able to travel locally and nationally to make project site inspections and meet clients
- Must be able to operate a computer to perform technical analyses and write reports
- Must be able to communicate orally and in written form in fluent English with supervisors, co-workers, clients, and subordinates
- Must be able to visually observe traffic operations and traffic safety conditions in the field without causing a safety hazard for the traveling public
Senior Transportation Engineer
Dowling Associates, a team-oriented firm specializing in state-of-the-art traffic engineering and transportation planning consulting services, is seeking a self-motivated professional engineer/planner. The successful candidate must demonstrate:
- A comprehensive knowledge of and experience with traffic engineering and transportation planning methods;
- Experience with large complex traffic operations studies;
- Attention to detail and organization of work; and
- Excellent writing, communication and public speaking skills.
Minimum Requirements: 7 year's of traffic engineering experience, or 5 year's experience with professional engineer license (If not California licensed, must obtain California registration within 1 year).
Senior Transportation Planner - Modeler
Dowling Associates, a team-oriented firm specializing in state-of-the-art traffic engineering and transportation planning consulting services, is seeking a self-motivated professional experienced in transportation demand modeling and highly motivated to advance the quality of transportation demand modeling. The successful candidate must demonstrate:
- A comprehensive knowledge of and experience with demand modeling methods;
- Knowledge and experience working with transportation modeling software , such as Cube, VISUM, TransCAD, and/or Emme3;
- Strong attention to detail and organization of work; and
- Good writing and communication skills.
Minimum Requirements: 5 year's experience in travel demand modeling.
Certificate(s) of completion for one or more advanced modeling software application courses, desirable. Both positions are available in our Oakland, California office and require that the applicant possess a valid driver's license and be eligible to work in the United States. Telecommuting options within the continental United States will be considered after an initial trial period. Salary is dependent on qualifications.

Associate Transportation Planner/Engineer
Summary of Job Duties:
- Research and analyze the impact of land-use and travel patterns on the transportation network using computer models and Geographic Information Systems (GIS) software.
- Research and forecast traffic growth and develop plans to mitigate the impact of traffic growth on the transportation network.
- Use traffic engineering principles to analyze traffic flow conditions on the road.
- Research and develop strategies to improve traffic flow and reduce congestion on road network.
- Conduct other research including developing solutions to technical problems, data collection, model development and writing, and publishing technical reports; and prepare proposals for federal agencies (such as DOT).
- Key software tools include VISSIM, CUBE/TP+, EMME/2, TRAFFIX, TRANSCAD, ArcGIS, Matlab and SAS.
Requirements:
Masters Degree in Transportation Engineering (or Civil Engineering with a focus on transportation engineering or planning) or academic equivalent, one year of experience in the field, and background in traffic engineering, transportation planning, traffic operations simulation methods, traffic and transportation analysis using transportation software, fieldwork/data collection related to technical analysis activities, and transportation and GIS software.
